In a significant breakthrough, U.S. Immigration and Customs Enforcement (ICE) agents have successfully apprehended a fugitive wanted in connection with a brutal murder, following a years-long multinational manhunt. ORVILLE ANDREW PERNELL, a 32-year-old Jamaican citizen, was arrested on April 4 in Savannah, Georgia, by ICE Homeland Security Investigations (HSI) and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) agents.
Pernell is accused of committing a homicide in St. Lucia in 2020 and had been on the run after escaping custody twice—once during his murder trial in St. Lucia and again after being arrested in Jamaica in 2021. His capture marks the end of a sprawling international investigation.
HSI Atlanta celebrated the arrest in a post on X, stating, “After a long run from justice, he’s finally back in custody and facing the consequences,” alongside an image of Pernell.
Officials revealed that Pernell was first encountered by U.S. Border Patrol agents on December 7, 2022, near San Ysidro, California, where he attempted to enter the United States using a fraudulent identity. He was paroled into the country and issued a notice to appear.
In July 2023, Pernell was arrested by the Clayton County Sheriff in Georgia for possession of a stolen motorcycle and attempting to evade arrest. During the arrest, authorities recovered a stolen 9mm handgun from his possession.
His final apprehension occurred in the Savannah area, where he was taken into custody without incident by a coalition of law enforcement agencies. Pernell now faces charges of being an alien in possession of a firearm and will be extradited to St. Lucia to stand trial for murder.
STEVEN N. SCHRANK, ICE HSI Special Agent in Charge for Atlanta, emphasized the agency’s commitment to public safety: “We are dedicated to tracking down fugitives who pose a serious threat to public safety, no matter where they may try to hide. This operation underscores our ongoing efforts to dismantle criminal networks and bring violent individuals to justice. We are grateful for the collaboration of our local, state, and international law enforcement partners in securing this arrest.”
The successful capture of Pernell highlights the relentless efforts of law enforcement agencies to ensure accountability and justice for serious crimes.
